It means it can be played like an instant. There were old cards with the ability, such as Benalish Knight, but it was given a keyword to save space. See, Benalish Knight was reprinted with the updated wording:

Seems like the purpose of the space-saving thing was defeated by the explaining of the first strike ability.

That's only there because it's in 10th Edition. The "core" sets are intended for new players, so they explain all the rules for all the abilities (even flying and trample and whatnot.) Sean's slime doesn't explain Flash in the text, because it is from an "advanced" level set - Conflux. A good example of why keywords are important is a card like Plumeveil. Look at all the space they have for flavor text. If we didn't have keywords the whole box would be just rules. It would say... Plumeveil (U/W)(U/W)(U/W) Creature - Elemental You may play this creature any time you could play an instant. This creature can't be blocked except by other creatures with flying. This creature cannot attack. 4/4 All that would probably take atleast 5 lines in total (2 for "Flash," 2 for "Flying" and 1 for "Defender") but the 5 lines were reduced to 2 because of keywords. Honestly the could have cut it down to 1 if they would have printed it as in 1 line, but I think they separated them because the bottom 2 are continuous in-play abilities and the first one is a temporary effect used to get it into play at any time... Anyways, back to the game, Bass' turn!
